I have the honour to refer to my confidential

(2) despatch of 4th April, 1938, in which I recommended

the continuance of the existing system of a senior

grade in the Administrative Service and to the fourth

4/5793/1/18 paragraph of my confidential despatch of 6th September,

I have

Anomalies Committee Report as regards the scale of

salaries to be attached to that senior grade.

not so far submitted any proposals as to the salaries

to be attached to individual posts normally filled by

Class I Administrative Officers in the event of an

officer not a member of the Administrative Service

being appointed thereto.

This has now become a practical issue owing

to the appointment of Mr. C.G. Sollis to act as

Director of Education, the question having arisen

of the basis upon which his acting pay should be

calculated. There is, I think, no doubt that this

acting pay should be based on the salary which would

be paid to a non-Administrative Officer in the event

of his appointment substantively to the post.
